Three reasons or theories:

1. He was trying to prove himself that he was as powerful as Sauron ("build me an army worthy of Mordor").

2. He thought the Ring was in Rohan.

3. He might've went by the good old fashioned 'give it to me [the ring] or I'll murder the people you love'.

Because Rohan was adjacent.
He was plotting to "become a Power", as Treebeard said. He had so far
fallen from his mission that he wanted to rule Men, and Rohan was the
only organized land of Men within his immediate reach. If he had
conquered Rohan, probably Gondor would have been his next target,
perhaps after he'd finished digesting the Shire.
